How to run ChatGPT ads in India: the setup, step by step, and the settings to check first.

By Indraa Kumar D | Published 16 October 2026 | 10 min read

Short answer. Check your business is eligible, sign up at ads.openai.com and finish verification and billing first, create a campaign with the Clicks objective, choose a campaign-total budget if you want a hard cap (the minimum daily budget is Rs 725), search for your city in location targeting, describe the conversations you want in the context hints, review every line of your ad copy, set up conversion measurement with a proper consent notice, and move to the Conversions objective only once tracking is verified.

Any business in India can now buy ads on ChatGPT without an invitation or an agency. That is good news and a small trap. The Ads Manager is easy to click through in twenty minutes, and a few of its defaults quietly work against a small advertiser. This guide walks through the setup in order and flags the settings I check on every account. It follows OpenAI's own help centre, and where a detail comes from agencies that have published walkthroughs of their India accounts, I say so.

Before you open the account: three checks

Is your business allowed? OpenAI does not allow political advertising, and ads are never placed next to conversations about personal health, mental health or politics. Health and financial services advertisers may be eligible, but only under strict criteria. If you are a clinic, a lender or another regulated business, confirm eligibility before you plan a budget.

Who will see your ad? Ads may appear for people on the Free and Go plans, and logged-out visitors can see ads suitable for all audiences. Plus, Pro, Business, Enterprise and Edu accounts never see ads, and neither do under-18 accounts or Temporary Chats. If your buyer is a senior manager on a company plan, this channel may not reach them.

Can you target the area you serve? OpenAI supports targeting by country and, where available, by state, city, market and postal code, with availability varying by country. Agencies that set up India accounts in September reported limited options below country level. Search for your city during setup and see what appears.

Step 1. Sign up, verify, and sort billing first

Go to ads.openai.com and sign up with the account that should own the advertising, ideally a company login rather than one person's personal account. Indian advertisers are billed in rupees. Complete account verification and add your payment method before you build anything. OpenAI lists unfinished verification or billing as the first things to check when a campaign is not serving.

Step 2. Understand the three levels

If you have used Google Ads, the structure will feel familiar. A campaign holds the objective, budget, dates, locations, platforms and any custom audiences. An ad group holds the bid strategy, the context hints that shape where you appear, and the landing page. An ad holds the headline, description and your logo. OpenAI recommends several ad groups per campaign to test different messages. Keep one theme per ad group so you can tell later what worked.

Step 3. Create a campaign and choose the objective

Give the campaign a name you will understand in a fortnight, such as objective, theme and region. Then pick the objective: Views, Clicks or Conversions. Views bills per 1,000 impressions, Clicks per valid click, and Conversions optimises toward a tracked action while still billing per click or per 1,000 impressions. You never pay per conversion.

For a first test, pick Clicks. Conversions sounds better, but it only works when conversion measurement is installed and firing on the right action. Point it at a broken signal and the system will spend your money finding more of the wrong thing. Choose carefully, because you cannot change a campaign's objective later; you create a new campaign instead.

Step 4. Choose the budget type, and know the date quirk

You choose a daily budget or a campaign-total budget. The minimum daily budget in rupees is Rs 725.

A daily budget is an average over seven days: a single day can spend up to twice it, and the seven-day period up to seven times it. The budget week runs Sunday to Saturday. A campaign-total budget sets the total for the whole campaign, and OpenAI calls it the stricter control for total spend. If you want to be certain a test cannot exceed a figure, use the campaign total. Switching from campaign-total to daily is one-way.

One quirk worth knowing: on your very first campaign, OpenAI says you may not see start and end date options until after the campaign is created. Do not publish just to reach those settings, because your ads could start before you have set a schedule. The full budget arithmetic is in ChatGPT ads cost in India.

Step 5. Locations, platforms and audiences

Locations. Include the country you want explicitly; excluding other countries alone does not restrict delivery. Then search for the city or region you serve and see what your account offers. Some new self-serve accounts can advertise only in their home country at first, which for most Indian businesses is fine.

Platforms. You can choose Android app, Android web, desktop web, iOS app and iOS web. Leave all of them on until you have data showing your landing page performs differently on one.

Custom audiences. You can include or exclude your own customer lists. Including an audience needs at least 25,000 matched users, so most small businesses will use exclusions, for example to stop paying to reach people who already buy from you.

Step 6. The ad group: bid strategy, context hints and landing page

Bid strategy. The default lets the platform get the most results from your budget. The alternative is a manual maximum bid. Start on the default; set a manual bid only when you know what a click is worth to you.

Context hints. This is the field that matters most. OpenAI chooses which ad to show using the topic and intent of the conversation, your ad's landing page and copy, your targeting, and the context hints you provide. Context hints can name topics or keywords, but they are not exact-match keywords like on Google. They are where you describe the conversations you want to appear in.

Write situations, not search terms. "Payroll software" is a keyword. "A Bangalore startup founder with 30 to 60 employees comparing payroll tools because spreadsheets have stopped working" is a context. Pasting a Google Ads keyword list into this field is the most common mistake I expect to see this year.

Landing page. Point the ad at a page built for that conversation, not your homepage. Someone arriving from a detailed question wants the answer first and one clear next step. Add campaign tags to the URL so your GA4 reports show ChatGPT traffic separately.

Step 7. Write the ad, and review every line

The ad is small. OpenAI shows your brand name and icon, a short title, a line of copy and an image, linked to your landing page and labelled as sponsored, below ChatGPT's answer. Agencies running live India accounts report limits of about 50 characters for the headline and 100 for the description; check the counters in your own account, because early articles from the US pilot quoted much shorter limits.

The same agencies report a setting, on by default, that lets the platform generate personalised and translated versions of your copy which may be shown without your individual review. Look for it in the campaign's advanced settings. If your claims must be exact, as they must for most regulated businesses, switch it off.

Two writing habits that help. Make the description specific, with a number, a timeframe or a place in it, because it sits under an answer that has just given the reader something concrete. And do not repeat the headline in the description. Write three or four versions so you have something to compare.

Step 8. Review and publish

Before you publish, check four things: the objective, the budget type and amount, that the context hints are actually filled in, and that the landing page is the right one. OpenAI reviews every ad against its policies before it goes live, so a short delay is normal. If a campaign shows as not serving, OpenAI's checklist is verification, billing, active status, dates that include today, and completed ad review.

Step 9. Conversion tracking: the step that decides whether any of this was worth it

OpenAI supports conversion measurement on your website, and conversion-optimised campaigns rely on it. Industry guides describe a browser pixel and a server-side conversions feed that can be used together, so a conversion is still counted when an ad blocker stops the pixel. OpenAI also sets a condition worth taking seriously in India: only send conversion data after telling visitors clearly what your site collects and getting consent where the law requires it. With India's Digital Personal Data Protection rules being phased in, put that notice in place before you install anything.

Then, before you trust a single number, look at the event counts. A lead event that fires more often than you have visitors is tied to the wrong trigger, usually a page load instead of a form submission. Fix it, watch the events until the counts look plausible, and only then create a campaign with the Conversions objective. OpenAI shares only aggregated results with advertisers, never individual users' chats or identities. If your enquiries come by phone or WhatsApp, as many Bangalore enquiries do, a conversion tracking setup that captures calls is worth more than any bid tweak.

Do it yourself, or hand it over?

Everything above can be done by one careful person in an afternoon, and if you are comfortable with Google Ads you should feel free to. There are also managed routes. Razorpay announced Razorpay Engage in October 2026, a service built with OpenAI that helps brands prepare product feeds and create and manage ChatGPT ads campaigns, which suits catalogue brands. OpenAI also named WPP and Omnicom as its first India agency partners, mainly for large advertisers. None of these is required: the self-serve Ads Manager is open to any business.

The short list of mistakes to avoid

  1. Skipping the eligibility check for health, finance or anything political.
  2. Using a daily budget when you needed a hard cap.
  3. Publishing a first campaign just to reach the date settings.
  4. Treating context hints like a keyword list.
  5. Sending clicks to the homepage.
  6. Choosing Conversions before tracking is verified.
  7. Letting the platform rewrite your copy without deciding to.

Frequently asked questions

Can I run ChatGPT ads from India without an agency?

Yes. Indian businesses can use the self-serve Ads Manager at ads.openai.com, billed in rupees, with no invitation and no minimum commitment. OpenAI's agency partners get extra support, but anyone can buy.

Which objective should I choose for my first ChatGPT ads campaign?

Clicks, in most cases. Conversions only works once conversion measurement is installed and firing on the right action, and you cannot change a campaign's objective after creating it.

How do I make sure a ChatGPT ads test cannot overspend?

Use a campaign-total budget. OpenAI calls it the stricter control for total spend. A daily budget is an average over seven days and can spend up to twice the daily figure on a single day.

What are context hints in ChatGPT ads?

Context hints are where you describe the conversations you want your ad to appear in. OpenAI matches ads to the topic and intent of a conversation, the ad's landing page and copy, and your targeting, so a hint describing a real buyer situation works better than a list of keywords.

Can I target only one city, like Bangalore?

OpenAI supports city and postal-code targeting where available, and availability varies by country. Search for your city during campaign setup to see what your account offers today.

Which businesses cannot advertise on ChatGPT?

Political advertising is not allowed. Ads are never placed next to personal health, mental health or political conversations, and are not shown to under-18 accounts. Health and financial services advertisers may be eligible under strict criteria.

Why does my ChatGPT ads campaign say it is not serving?

OpenAI's checklist: account verification and billing complete, campaign and ads active, campaign dates including today, and ads that have passed review. A campaign that has used its weekly budget early can also pause until the next budget week.
